Notwithstanding RSA 6:11, any interest accruing on moneys in any account established by the commissioner of corrections for the benefit of prisoners and their families or dependent relatives is hereby continually appropriated to the state prisons and may be expended by the commissioner of corrections for the benefit of all prisoners.
