The commissioner of agriculture, markets, and food shall pay into the state treasury monthly all moneys received under the provisions of this subdivision. The state treasurer shall hold all moneys so received in a separate fund and shall pay out the same upon warrant of the governor and upon order of the commissioner for the purpose of paying the expenses of the administration of the subdivision.
