Nothing in the agreement or plan approved by the commission under this chapter shall restrict access to Public Service Company of New Hampshire's (PSNH), or its successor's, power supply and transmission resources for PSNH's, or its successor's, existing New Hampshire firm wholesale and transmission utility customers.
