If property acquired through the use of program funds is transferred by a seller who has received funds under this program regarding such property, to a non-eligible applicant, the program trust fund's cash investment in the property shall be returned to the program trust fund by the property seller. This section shall not apply to a transfer between eligible applicants or to a state agency and shall not apply to easement interests.
