There is hereby established in the office of the state treasurer a statewide telecommunications fund. Moneys received by the department from state agencies for telecommunications services shall be deposited in the fund. The fund shall be nonlapsing and continually appropriated to the department of information technology for the purpose of providing telecommunications services to state agencies.
