Each county shall reimburse the state for a pro rata share of all assistance furnished for old age assistance, aid to the permanently and totally disabled, and nursing home care to eligible individuals for which the county is liable. The county's share shall be established by the legislature as part of the operating budget. Under no circumstances, however, shall the county be liable for the cost of general assistance.
