Before revoking or canceling any shellfish certificate, the commissioner of the department of health and human services shall give written notice stating that he contemplates such action, giving his reasons therefor. Said notice shall appoint a time of hearing and shall be sent by registered mail. On the day of hearing the party concerned may present such evidence as he deems fit.
