I. "Wellness and primary prevention services" may include, but are not limited to:

(c) Developmentally appropriate infant and toddler care.

(g) Tutoring.
(h) Mentoring.
(i) Job readiness.
(j) Literacy and educational opportunities.

(l) Health and developmental screenings for children.
(m) Information and referral.
